The GOAL of this Bill is to develop and implement administrative rules which will help ensure that employers provide a safe and healthful work environment for all of their employees.

The Bill calls for the development of a comprehensive State Occupational Health and Safety Commission which will be charged with the implementation and enforcement of state laws. The Commission will also create necessary administrative rules to protect the life, health, and safety of persons at their places of employment.

Implementation of this Bill will help reduce the frequency of workplace accidents by ensuring employer participation in this program. It will also eliminate obstacles to occupational health and safety at an employer’s place of business and identify and create guidelines for hazardous occupations.

Enacting this bill will help save lives nationwide by requiring the Commission to coordinate their efforts with other similar state and federal agencies.

Please note the Remember the 15 Bills going before the House and Senate are identical. Additionally, the Bill will make petroleum and chemical refineries safer by:

  1. Banning trailers and other temporary buildings from the site;
  2. Ending the use of open air release systems, such as blow-down drums;
  3. Giving state regulatory agencies direct involvement in inspections of petrochemical plants in Texas; and
  4. Ensuring proper training for all personnel on the workplace, by requiring meaningful competency testing and certification for everyone on the site.
